General questions
Hello!
I am waiting for some answers at ryver channel, but there is zero activity there, so I will post them here.
Do we have any info about internet usage in Indore? Like who, from what devices and so on. How many people there have a PC? A smartphone? What is an estimated number of cars with OpenXC interface? Can we get access to city cameras (like http://indoretrafficpolice.com/index.php?option=com_content&view=article&id=101&Itemid=129)? Are there any other IT products that Indore government use and we can integrate to?
Are we restricted to make solutions which have only positive encouragement? For example, can we (by some magical way) provide data about traffic offenders to the police, and then expect some kind of punishment to offenders, or this is totally unreal (like they say here: http://www.freepressjournal.in/indore/happy-go-lucky-indoreans/900959 )?
On the other hand, can we provide some goverment based non virtual "prizes" for the "doing it right". Tax cuts, for example?

I will try to find out about OpenXC usage for you.
You can use your creativity to build an app that facilitates safe transit, whether positive or negative. I would only suggest that if you plan to have your app submit reports to the police, that your competition submission not send the reports. Remember, we will be testing your app and want to be respectful to the local community resources.

Thanks for the your answer.
It seems that less there is no exact info about internet usage in Indore, but I will assume it is slightly higher than average, because Indore is in tier A. Like 35% of total population. And 70% use smarphones with conected to the net. So it will be like 735 thousand users. That is more then enough.
So I have few question, of even more general type.
1) Where are everybody? I am not used to Devpost hackathons, but is it OK that there are no discussions here or at ryver?
2) Can someone tell us if our idea is feasible? From social&law point of view, not from technical. For example, I want to help traffic wardens with some software. Are there any chances that they will really be allowed to use it? For example here, in Russia, this is nearly impossible to do such experiment without heavy political backup.
Or if we create some software that helps people to create "incident" in some online database, can we hope that police will review this "incidents" on the daily basis and do something based on this info?

I have updates on several of your questions. First, there is no way to access the city cameras in Indore, currently.

For your last question about your idea, there is no definite answer but depending on how good a solution it is the police may agree to use it on the field and daily. This has happened in the past such as a move from paper tickets to electronic hand held machines and online tickets in some states. Also use of CCTV and hand held compact digital cameras to catch traffic violators.
